- Do you already have a telephony system?
- Is your IP network ready for voice?
- Do you have analog equipment or lines?
- Is your voice installation split on multiple location?
- Are you using wireless phones on your system?
- Do you need a call billing feature?
- Are you planning an outsourcing process of the telephony system?
- Does telephony needs to be linked to computer systems?
- Are you planning to exchange voice over IP traffic with telcos or partners?
- Are you using a call-center?

11- Are you monitoring or recording your phone calls?
Call recording is most of the time a feature closely linked to call-center, this should be discussed with the vendor early in the choice process because voice over IP doesn’t like recording or monitoring.
IP telephony is using a distributed model and it is really good with regards to efficiency and scalability but since voice traffic is going directly from phone to phone (or gateway), it becomes very difficult to insert in the path a recorder. On a traditional system, all phone conversations are in transit inside a central system where it is easy to install a recording solution. But when no central point is present we should do it another way.
We can use various approaches to handle this issue, the easiest one is to record phone calls going to the external world, since these are crossing concentration points as gateways or SBCs. If you need to record any call, you will have to force the voice path to flow through a well known point where the recorder can be plugged. An other way could be to use port mirroring on network switches to capture the voice traffic, but this approach is really cumbersome.
As a matter of fact, being able to record the voice traffic for quality and monitoring purpose exposes the IP telephony system to eavesdropping. It is really easy today to capture the voice traffic and extract the sound in order to listen the conversation afterwards. One can even listen real time to the phone call if placed at the appropriate location on the network. It could be interesting to study, if the business you are running is critical, the availability of a specific ciphering system for the voice part, the authorized recording process needs thus to be able to get the ciphered voice.
